Investing in the Future of the Westridge & Mulroy Community

The Westridge/Mulroy community is a 250-unit public housing site located near 13th Avenue and Knox Ct. Built more than 70 years ago on infrastructure that is over a century old, the community needs significant reinvestment. 

Westridge was identified as a prime opportunity for transformation – both to modernize aging housing and to increase density in a location well-suited for transit-oriented development, with access to light rail and major employment centers. 

Redevelopment will allow for a phased rebuild of the community to meet today’s standards for safety, health, accessibility, and sustainability. It also creates the opportunity to expand housing on the twelve-acre site to more than 500 homes – tripling capacity while preserving its core mission of serving residents. 

Westridge Master Plan

This project is guided by a comprehensive master plan finalized in 2020, shaped by DHA’s redevelopment experience and extensive community engagement, including residents, neighbors, community leaders, service providers, and the West Neighborhood Planning Initiative. The result is an inclusive plan that reflects diverse perspectives and responds to the community’s needs and vision for Westridge. 

The Westridge Master Plan serves as a blueprint for redevelopment, outlining key goals, design concepts, and guiding principles, as well as a framework for phasing, funding, design, and ongoing collaboration.

The buildings and infrastructure at Westridge Homes and Mulroy Apartments are very old. Westridge Homes is more than 70 years old, and some underground systems are over 100 years old. Repairs, especially plumbing, are frequent and disruptive for residents. 

Most homes are also not designed for today’s needs. Almost all units have steep stairs, and bathrooms are located only upstairs, which creates challenges for older adults and people with disabilities. 

DHA is redeveloping the site to replace aging buildings with safer, more accessible, and more energy-efficient homes. 

In 2019–2020, DHA worked with residents and the community to create a Master Plan for Westridge and Mulroy. Residents shared priorities including: 

  • Healthy living  
  • Safe and stable housing  
  • Accessibility for seniors and people with disabilities  
  • Better building design  
  • Making sure residents have housing options during construction and the ability to return  

 

This Master Plan still guides the project today. 

The project is moving forward again. Design work is currently underway. 

The timeline changed due to COVID-19 and rising construction costs and changes in the housing market. Construction is now expected to begin in 2028, with completion anticipated in 2030. 

Yes, redevelopment will require phased relocation as buildings are rebuilt. 

DHA will work closely with every household well in advance of any move. Residents will receive support, planning help, and clear communication throughout the process. 

Relocation will be phased so not all residents move at once. 

Yes. Current public housing residents will have the right to return to the new development if they choose to do so and remain eligible. 

DHA’s goal is to support stable housing during construction and allow residents the option to return once new homes are complete. 

DHA will provide support throughout the relocation process, which may include: 

  • Help find a temporary home  
  • Moving assistance  
  • Transportation support  
  • Case management and housing navigation support  
  • Advance notice and planning help  

 

Residents will not be expected to navigate relocation on their own.

Westridge Homes 

  • About 12 acres  
  • 200 public housing units  

 

Mulroy Apartments 

  • About 1.29 acres  
  • 50 public housing units 

The current plan is for about 500 homes in total. 

The new homes will include: 

  • Public housing  
  • Affordable housing  
  • Some market-rate housing  

 

Most homes will remain affordable, with a mix of options to support long-term sustainability. 

The redevelopment will create a neighborhood with: 

  • More housing near transit, jobs, and services 
  • Parks and green space 
  • Parking 
  • Community rooms 
  • Spaces for services that support residents 

 

The area is already zoned for housing, which allows for different types of homes such as apartments and townhomes. 

The 2020 Master Plan is the starting point, and DHA will continue to work with residents to shape each phase of the project. 

Phase 1 is expected to include: 

  • A family housing building  
  • A senior housing building

The residents and community will have an opportunity to provide feedback on design, planning, and community priorities. 

In 2026, DHA and designers will start planning Phase 1. During this time, DHA will work closely with residents and the community to guide decisions about design, priorities, relocation timing, construction schedules, and other key parts of the project. This process is meant to keep the community informed, involved, and supported throughout the redevelopment.
