Joshua Crawley

As the Chief Operating Officer & General Counsel for the Housing Authority of the City and County of Denver (DHA), Joshua Crawley oversees DHA’s core housing operations including the Housing Choice Voucher Program and Public Housing, the Legal Department, Human Resources, and the Audit and Compliance Department. 

Crawley provides leadership in the development and implementation of the agency’s housing and community development goals, policies, and strategic initiatives.  He advises DHA staff regarding Public and Multifamily Housing Program compliance, Housing Choice Voucher Program compliance, landlord-tenant issues, employment law matters, fair housing compliance, and provides legal advice to the DHA Board of Commissioners and staff on the numerous legal issues faced by a large, high performing housing authority daily. 

He is responsible for approximately 270 staff and provides oversight for a budget of approximately $200 million. He has served as in-house counsel for DHA since November 2004, as Agency Counsel from 2008 – 2022.  Additionally, Joshua was appointed as the Interim Executive Director for DHA from June 2020 – January 2021, during which time he was charged with overseeing the overall operations of the entire agency.

Crawley received his Bachelor of Arts degree in Political Science and Philosophy cum laude, with honors from Creighton University in 1998.  He received his Juris Doctor from the University of Colorado in 2001.  He is admitted to practice law in the state courts of Colorado and the United States District Court for the District of Colorado, and is a member of the Denver and Colorado Bar Associations.  He also serves on the Board of Directors of the Housing and Development Law Institute.
