Housing Choice Voucher (HCV) Programs

Tenant Based Vouchers  

Voucher subsidy is provided to program participant to allow leasing within the private rental market. The voucher subsidy remains with the family, transferring from unit to unit.

Fostering Youth to Independence (FYI)

In partnership with the Department of Human Services (child welfare) and service providers, vouchers are issued to homeless youth (aged 18 – 24) that are aging out of the foster care system.

Project Based Voucher (PBV)

Voucher subsidy is connected to units via a long-term contract (typically 10 – 20 years).  This program allows DHA to use up to 30% of its budget authority to subsidize specific units in designated buildings for targeted populations.

HUD-Veterans Affairs Supportive Housing (VASH)

The Veterans Affairs Supportive Housing (VASH) is a program funded by the office of Housing and Urban Development (HUD) to provide voucher rental assistance, case management and clinical services to homeless veterans.

Non-elderly and disabled (NED)

Tenant based vouchers are issued to individuals and families who are not elderly but disabled.

Mainstream Vouchers

Tenant based vouchers that are issued to households that include a non-elderly person with a disability.

Emergency Housing Vouchers (EHV)

The Emergency Housing Voucher (EHV) program is available through the American Rescue Plan Act (ARPA), issuing housing assistance to individuals and families who are homeless, at-risk of homelessness, fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or were recently homeless or have a high risk of housing instability.
