Housing Authority of The City and County of Denver Development Participation

The Housing Authority of the City and County of Denver (DHA), in partnership with the City and County of Denver’s Department of Housing Stability (HOST), works with private and non-profit developers to expand affordable and attainable housing across Denver. DHA helps unlock projects that serve low- and middle-income households by providing property tax relief and participating as a special limited partner.

In 2001, the Colorado legislature revised Section 29-4-226 of the Colorado Revised Statutes. Under this law, the portion of a project that is occupied by persons of low income and is owned by or leased to an entity in which a housing authority has an ownership interest is exempt from special assessments.

DHA’s mission is to provide safe, sanitary housing for low-income residents of Denver. The DHA Board of Commissioners has expanded this mission to also promote affordable housing opportunities, economic growth, and inclusive communities.


Partnership Pathways

Unsolicited Proposals for DHA’s Legacy SLP Program

DHA accepts unsolicited proposals for affordable and/or low-income housing. Each project is evaluated on its individual merits, and DHA reserves the right to accept, reject, or revise proposals at its discretion. Proposals should be submitted to the Real Estate Department. 

Partnership for Middle Income Housing Pilot Program

Launched in July 2025, this pilot program supports new rental housing for Denver’s essential workforce and middle-income households (earning less than 100% of Area Median Income).

Through this program:

  • DHA provides property tax relief by entering as a special limited partner.

  • HOST underwrites proposals to ensure financial viability.

  • Projects must include a 30-year affordability commitment.

  • Up to five multifamily developments will be selected in 2025, with tax exemptions averaging 10 years.

Applications are prioritized for projects that reduce displacement, are near transit, include family-sized or accessible units, or exceed baseline affordability requirements.

By combining long-standing affordable housing partnerships with this new middle-income pilot program, DHA and HOST are expanding the tools available to create housing that meets the needs of Denver residents at all income levels.
