Denver Housing Authority (DHA) is pleased to announce the hiring of Garry Hinderliter, MPA, SPHR, as its new Director of Human Resources. Hinderliter brings extensive experience in human resources leadership, organizational culture development, and strategic workforce planning across the public sector, senior living, and mission-driven organizations.
Hinderliter most recently served as the Director of Human Resources at Covenant Living of Colorado, where he led initiatives to strengthen employee engagement, recruitment, and retention across a large and diverse workforce. Before that role, he spent seven years as a Human Resources Manager for the City and County of Denver, supporting teams, building HR processes, and helping shape organizational culture grounded in connection and service. His career also includes HR leadership roles in multiple sectors and communities spanning San Francisco, Portland, and Boulder.
Throughout his career, Hinderliter has been committed to building strong, collaborative, people-centered workplaces. He is known for elevating employee voice, strengthening organizational culture, and fostering environments where staff feel valued, supported, and connected to a shared purpose.
At DHA, Hinderliter will lead the agency’s people strategy with a focus on embedding DHA’s mission, vision, and values into every part of the employee experience from onboarding and professional development to engagement, recognition, and long-term retention. His leadership will support DHA’s efforts to build a cohesive, mission-driven culture where employees are empowered to serve Denver residents with excellence.

Hinderliter holds a Master of Public Administration (MPA) and is certified as a Senior Professional in Human Resources (SPHR) and in Change Management. He is recognized for building trusted partnerships, supporting organizational transformation, and leading collaborative efforts that strengthen workplace culture and drive measurable improvement.
